Same applies here, but for me, it's experimentation. Here are some numbers. Potassium nitrate is about 3/lb and composes 80+% of the mixture. Sulfur is about 2/lb. Charcoal is the most expensive (and minimal use ingredient) at about 15/lb. A pound of homemade powder could be made for sub 5/lb.
